Our HR person has been out of the office for 3 weeks at the Olympics, and was too overwhelmed with catching up to meet with me to discuss the handling of this issue.
But I put the book back on her desk and said I’m not dealing with it. I told her “Gentlemen don’t remark on the mustaches of ladies."
It will ultimately have to be dealt with, other managers don't want her included in hosting duties (when media, assorted VIPs visit) until she shaves.
Ask her if she's familiar with the song "Lip Service" by Debbie Harry.

I agree with a staff dinner or something, have spouses/whoever else doesn't work at the company attends, and have them ridicule her 'stache. If I give a few drunken remarks on a woman with a moustache she can't sue me
You realize if she starts shaving it, it will just grow back thicker right? I think the only thing more distracting could be some gnarly five o'clock shadow.
Women are a protected class in the workplace, stautorily. You could be creating an offensive workplace environment for this individual by remarking on the mustache, particularly if there is some underlying medical or ethnic reason for her having a big bushy 1909 Red Sox quality 'stache.
You did the smart thing by getting out of the way on this one.

If you have any part in it, make sure you get some writing that says they made you do it. I'm not an employment lawyer, but if I was I'm sure I could find some way to sue the shit out of people who hire hairy ladies then tell them they have to shave...

You did the right thing and you should continue to refuse to have this conversation with her... ever. If they try to force your hand in this, you should refuse to have this conversation without a female employee from HR and the hiring manager present at the meeting. Do NOT fall into this trap as a male employee!
I have had to explain the purpose of deodorant and other personal care items to quite a few employees. It's a more common problem than you would guess as American standards of grooming are often quite different than in Europe/Asia/Africa/etc. and what is normal there can be considered offensive here. It's very difficult to approach these topics without hurting feelings.
However, as a man, you should not ever broach the topic of grooming standards with a female employee and not ever in a one on one meeting! Avoid this task at all costs. Your career is on the line.

moustache march competition for everybody. then she will just come off as a team player to outsiders and everybody wins. eventually, someone will remark about her joining at some point and she will hear it. realize she has probably heard lots of jokes/comments about it before, though.
make sure not to say shit about her stache to anyone, especially her. thats a bad situation just waiting to happen

The managers that have a problem with it need counseling. If anyone says anything to this woman I hope there is a huge lawsuit. There are hereditary conditions that can cause this, and it can also be caused by early onset menopause.
Regardless, not liking the way an employee looks to the extent that decisions are made differently because of it is a hell of a lot more offensive to me than an ugly woman. In fact if this was my business the person spearheading this may be fired.

I don't work at a strip joint, but do a lot of volunteer work with the unwed teenage mothers who dance there.
Caught up with our HR person, just when I thought she understood why I wasn't going to address the mustache issue, she asked me "so are you going to talk to her about her attire?". Apparently, the new hire attended a high-end event where business suits were required and she wore a "broomstrick dress" (I had to google that), patchwork sweater that she likely knitted herself, birkenstocks and stockings.
I won't be touching that one either.
